the etowah initiative:
fall 2002
Arman Deganian (Law) The University of Georgia is assisting the counties in the Etowah watershed in preparing a Habitat Conservation Plan to protect the imperiled aquatic species of the region pursuant to the federal Endangered Species Act. The plan would allow develoopment in the watershed to continue so long as particular areas critical to the survival of the species are permanently protected and development controls (stormwater controls, road crossings that allow free movement of fish, etc.) are enacted to mitigate impacts to the species. One of the successful HCPs being developed out west (in the Sonoran Desert of Pima County, AZ), motivated citizens to buy in to the planning process with an appeal to their appreciation of the historical and cultural resources of the region that go hand in hand with the natural resources the plan is intended to protect. This project would involve developing a kind of atlas of the historical, cultural, and archaeological resources of the Etowah that we can use in the educational component of the Etowah HCP. It would involve reading a lot about the history of the area, interviewing historians in the area, and drafting a summary document (incorporating drawings and photographs). It would also include an analysis of the federal and state laws in place that currently protect these resources. The client in this project is the Etowah Aquatic Conservation Plan Technical Committee.
