the etowah initiative: fall 2003
hcp: putting the legal bite into an enforceable and adaptive incidental take permit for the etowah river habitat conservation plan

Memorandum: HCP Enforcement and Adaptive Management (PDF)

The Etowah River is threatened by rapid urban growth and development of the Atlanta metropolitan area. As a result, there is an ever-increasing threat to endangered or imperiled species' populations and habitats. It is vital to protect the Etowah River watershed through the creation of a regional Habitat Conservation Plan (HCP) that spans the ten county watershed. Stakeholders in the Etowah watershed are interested in the development of a regional HCP under the Endangered Species Act (ESA) to ensure protection of the Etowah's imperiled aquatic species. It is also beneficial for the counties to implement a regional HCP to minimize their individual administrative work. Currently, an HCP must be created for every project that affects endangered species of the Etowah. The goal is to streamline this process with one regional HCP.

Working with faculty from the University of Georgia's Institute of Ecology and stakeholders, our group will prepare several memoranda on adaptive management provisions and enforcement strategies for the HCP and Incidental Take Permit. In addition, our group will incorporate these memoranda into a draft Incidental Take Permit and relevant portions of the HCP.
