Abstract Carr Creek is as an impaired stream included on the Section 303(d) list by the Environmental Protection Division (EPD) as a segment not supporting its designated use for fishing, based on biotic diversity (sediment). As of 2002, the USEPA recommended a reduction in sediment loading of 87% for Carr Creek. The creek is being treated with a Total Maximum Daily Load (TMDL) implementation plan, but at this stage it is not clear that sediment is actually causing the biota impairment. The Athens-Clarke County Stormwater Program has requested assistance in identifying the source(s) of impairment and analyzing any preventative measures taken by surrounding industries. To determine the cause of impairment, the group will develop a comprehensive sampling plan and begin initial data collection, surveying, and monitoring of the northern portion of Carr Creek. The sampling will take place at locations above and below suspected sources of pollution in an attempt to isolate the heaviest causes of impairment. By focusing on this limited geographic area, the group hopes to identify, evaluate, and document potential sources of biota impairment in the stream via river walks, data sampling, and aerial mapping. Once we better understand the source of impairment, the group hopes to work with ACC Stormwater Management to engage relevant stakeholders in an effort to develop workable solutions. We will research any current preventive methods used by the industrial businesses near the creek and share with them our findings regarding effectiveness and potential opportunities for improvement. Finally, this project will offer guidance on any enforcement options the county may have against industrial permittees that are not meeting their legal requirements. Currently, the state office in charge of inspection appears to be somewhat understaffed. The county has requested that we look into whether, under the relevant statutes and regulatory framework, it has any jurisdiction to enforce current regulations.
