The link below has some background on TMDLs from a national perspective
(US EPA). The Georgia Water Quality Report (305(b) Report) is a good
source for background on TMDLs from a state perspective but it is
presented in a broader overall water quality context. The whole TMDL issue can be complex and hard to
understand at first glance.
